The photo with the uniform was sent to William's half-sister Alice (Latham) Newbury in Canada, the other photo belongs to his daughter Susan Pallant in England - it looks like the same fellow to me.

Son of Alice Elizabeth Latham (who was born around 1880 in England) and Edward Pallant (who was born around 1876 in England) and who were married on 1905.09.02 in Epsom, Surrey.

1909 I believe this is when William was born, I haven't found his birth certificate yet but do have mother's death certificate for 1909.09.13. Barnardo's records say he was born on 1908.07.14 because that is what his father told them. His father also told them William's mother died in 1908.09.

1909 SEP 13 : William's mother died in the Union Infirmary, St. Johns Hill, London, England

I thought I might be on to something with the maternal "Gooding" relatives mentioned in the notes that Barnardo's had for William but unfortunately for us they are Mrs. Hill's relatives and not Alice's. Read the list of William's relatives.
